What is the (FCS) Food and Civil Supplies Department?
The Food and Civil Supplies Department (FCS) furnishes information and links to the service consumers and stakeholders who are eligible for several schemes regulated and managed under the department.
The schemes are the National Food Security Act (NFSA), Ration Card Management System, Supply Chain Management System, Farmers Registration, and more.
Since establishment, the main goal of the department is to control the costs. The department plans for the successful implementation of the necessary items to the stakeholders and the consumers at reasonable prices. It includes providing food, oils, seeds and other agricultural product.
In 1946, by the merger of the Civil supplies department and rationing the department of food and civil supplies department was established.
The secretary of the state government was made in charge of the department and two commissioners were appointed under the secretary Commissioner.
Alongside this, it is responsible for the purchase, storage, distribution, and selling of Rabi through purchasing plan price support to farmers under the fair value of the plan.
What is a ration card?
Ration card is a document issued by the state government as an address and identity proof making the Indian households eligible to purchase food grain from the Public Distribution System at subsidized rates.
It is a proof of nationality and indicates the economic status of the individual alongside being an identity proof.
Ration card is a voluntary document and not every citizen need to compulsorily obtain it.
However, people apply for it because it is a well-accepted identity proof and enables them to avail of several government benefits and schemes through this.
Ration Cards are available and issued in multiple categories depending on the earning capacity of the individual.
Also, different states follow different schemes but they are based on the individual’s annual income only.
The issuance of Ration Card is based upon the total number of members in a family and every category of the card determines the individual’s entitlement to certain rationed goods.
The individual having higher annual income for earning capacity are not eligible to obtain rations at a subsidized cost.
UP ration card list 2020
The lists of UP ration cards have been released by the government of Uttar Pradesh. Applicants for the same can check their names in the new ration card list.

How can I check my ration card list?
Applicants can search their name in the new ration card list released by the UP government by the following steps. Go through these steps, check your NFSA eligibility, and avail the benefit.
Step 1
Visit the official website of the Food and Civil Supplies Department UP. Follow this link to the official page of fcs.up.gov.in
Step 2
On the homepage of the FCS website, find the ‘NFSA eligibility list’ and open it. It is provided on the right side of the web page under the section ‘Important links’
Step 3
Upon opening the NFSA list, a list of the entire districts of the state will appear. Search for your district and click on the name of your respective district.
Step 4
When you click on your district name, a list of areas in the district will open. There are two separate lists for Rural and Town areas on the page. Find the name of your area and click on it.
Step 5
Upon opening the page after clicking on your area name, search the name of your ration shopkeeper or distributor. Then click on the respective category or type of your ration cards such as eligible household or Antyodaya.
Step 6
When you open the distributor list, a list of all the ration cardholder under the particular distributor will appear on the screen.
Step 7
Now you can check whether your name is there in the list or not. Search your name on the list. Along with your name, you will find your ration card number and other basic details like total units, father/husband name, mother name and date of issuance of ration card (digital signature).
Step 8
If your name is on the list, you are eligible for NFSA ration. To check the complete details of the ration card, click on the ‘Digitized Ration Card Number’ to proceed further.
Step 9
The complete details of your ration card will appear on the screen. Check and verify the details.
Step 10
If you want, you can take a screenshot or save the digitized ration card details for future references. Saving the ration card is an optional thing.
What are the three types of Ration Card?
Depending upon the economic status of the applicant and the Government of Uttar Pradesh issues 3 types of ration cards to the citizens are as follows:-
Below Poverty Line (BPL)
Below Poverty Line cards are provided to the citizens who live below the poverty line and have an annual income which is less than ₹ 10000
Above Poverty Line (APL)
The Above Poverty Line cards are provided to the citizens of Uttar Pradesh who live above the poverty line and have an annual income which is over ₹ 10000
Antyodaya Anna Yojana (AAY)
Antyodaya Anna Yojana cards are issued or provided to the citizens who are very poor and does not have any stable source of income.
It is a Government-sponsored scheme that aims to provide highly subsidized food to millions of the poorest families.
How to apply for UP ration card

Step 1
Visit the official website of the Food and Civil Supplies Department of Uttar Pradesh. Follow this link to land on the homepage of the fcs.up.gov.in
Step 2
Once you have opened the homepage of FCS, click on the ‘Download Form’ option. The option is available on the right-hand side of the homepage and appears in a small green tab.
Step 3
When the download form page is opened, you will be able to see the links to the application forms for the rural and urban areas.
Step 4
Select and click on the one which is suitable for you. The application form will appear.
Step 5
Download and print the application form which is given on the website. Follow this link to the application form for urban areas and rural areas.
Step 6
Once you get the form printed, fill in all the required details such as the name of head and female head of the family, father’s name, husband name, mobile number, banks details, address, age, district name, details of family members etc.
Step 7
Upon filling the forms, you have to submit the complete and signed form at the regional CSC or Tehsil Centre.
**In case of any wrong or incomplete information in the form, the form will be rejected. Therefore, ensure that all the details are correct and true.
Who is eligible for Ration Card in UP?
There is eligibility criterion which an individual has to meet before applying for a ration card.
The eligibility criteria for applying in obtaining ration card from the state government are as follows:-
- The person should be a legal citizen of India
- The person should not hold a ration card in any other state and not possess any other family card in the same state
- The applicant and the members of the family must be immediate or close relatives
- The applicants should belong to the economically weaker sections of the society
What are the documents needed to apply for UP ration card?
Various documents such as identity proof and residence proof are required to apply for and obtain a ration card.
List of the documents which are to be submitted by the applicant at the local ration office are as follows:-
Application form which should be complete and signed
Surrender Certificate/ Deletion Certificate/ No Card certificate (if the individual do not have any family card)
Three passport-sized passport
Details of the previous/ earlier applications and rejections, if applicable
Mobile number/ email ID
Identity proof of the applicant which can one of the following:
Election photo ID card or Voters ID card
Driving License
Passport
Any government-issued and approved ID card
Current Residence proof of the applicants should be submitted which should be any one of the following documents:-
- Telephone Bill
- Electricity Bill
- Bank Pass Book
- Latest LPG receipt
- Photograph of the head of the family
- Rental agreement or rent paid receipt
- Details about the applicant’s annual income
- Old cancelled or surrendered ration card (If the applicant has any)
Alongside this, the applicant has to pay a basic minimum fee along with the application form.
Upon submission, the file is sent for field verification where the officer in charge of the verification will inspect and certify the details submitted by the applicant so that it could be further processed.
The inspection is generally required to be carried out in 30 days from the date of application submission.
Upon verification and confirmation of the details by the officer, the ration card is created and issued to the applicant based on the annual income of the applicant.
In an instance, the application is rejected; the applicant is informed through a rejection letter stating the reasons for the same.
In case of any misleading or false information, the applicant stands liable for criminal prosecution and consequent punishment under the law.
What is PDS – Public Distribution System?
In India, the Public Distribution System is an Indian food security system which is established under the Ministry of Consumer Affairs, Food and Public Distribution.
The central and the state governments are jointly responsible for the operation of the public distribution system.
- The central government holds the responsibility for procurement, storage, transportation and bulk allocation of food grains to the state government through the Food Corporation of India
- The states have the operational responsibilities of such as identification of eligible families, issue of ration cards and supervision of the functioning of fair price shops etc
Under the public distribution system, the commodities which are allocated to the states and union territories for distribution are wheat, rice, sugar and kerosene.
There are certain states and union territories which distributes additional item of mass consumption through the system such as edible oils, pulses, iodized salts, etc
UP Public Distribution System is the one which is responsible to facilitate the supply of food grains and essential commodities to a large number of poor people at reasonable and subsidized prices repeatedly in the state of Uttar Pradesh.

- It acts as a strong factor in stabilizing the food prices and making food and essential commodities available to the poor at subsidized or affordable rates
- The system has significantly contributed to the increase in food grain production in the country
- The system provides for maintaining the buffer stock of food grains in the warehouse is to ensure the flow of food even during the period of less agricultural food production
- It enables the redistribution of grains by supplying food from the regions having a surplus to the deficient regions of the country
